Introduction
1.1 Background
There is a saying that goes like “If you are planning for a year plant crops, if you are planning for ten years plant trees, if you are planning for 100 years, then invest in education”. The saying suggests the long-lasting values of investing in human capital. It is a long established fact that education in general and quality education, in particular, is the way that society transfers its knowledge and skills to the next generation. Education serves as channel to transfer technologies and skills from the developed part of the world so that they can break out of the vicious circle of under development.
Once people fall into a poverty trap, it would be very difficult for them to send their children to school. This will have an implication in the future lives of these children. They will be disadvantaged in terms of finding jobs as adults when compared to those who have some education. The majority of this adult’s low income will again affect yet another generation. Hence, it is inevitable that the sector needs intervention to break this vicious circle at the early stage.
Given the demographic structure of Ethiopia, with its second largest population in Africa of which two-thirds are below the age of 25, the sector needs huge investment.
1.2 Justification
The rationale for proposing to invest in deprived children in Ethiopia listed below.
-
The growing population increases the demand for schools. Therefore, it’s inevitable for the deprived children that education would be out of sight.
-
According to the Education Minister study in Ethiopia (2004-2005), access for education to all children is still challenging. The study covers the general education which accounts for 79.8% and children under primary school accounts only 68%. In addition, the number of children who attends primary school fluctuates & 14.4% leaves school every year. The study also confirms that 22% of children leave school even before reaching Year 2.
-
Furthermore, investment of the non-government sector will help free some resources that the public sector would otherwise invest so that these
-
freed resources could be invested to open schools elsewhere to increase the access to education of societies located in rural areas.
-
It is unthinkable to leave all the investments for the government only given this demographic fact. It is both morally and financially logical for any individual rather than the public sector to contribute their share in investing in this sector.
1.3 Problem Analysis
Ethiopia in general and Addis Ababa, in particular, is going through a lot of changes in recent years. This is partly because of the dynamics that is shaking up the whole world and partly the internal dynamics caused by the heavy investment of the government on infrastructure as well as the private sector in different types of business. These activities tend to attract a lot of people, particularly the young, to urban areas where such activities are intense. A lot of young people migrate to cities like
Addis Ababa with a hope of better education and better job. But migrations will not always lead to a better outcome to the migrants, as they might end up on the streets with the worse-off situation.
The problem of these in-coming people coupled with the already existing will put a burden on the education facilities that the city already struggle. If this situation persists it will leave these children to lead a life which is as bad as, or may be worse than, that of their families. If they are not getting better nutrition and education, it is inevitable that they will not be able to break out of the vicious cycle of poverty.
1.4 Policy Context and Implication
An intervention that will attempt to provide access to education for children from very poor families and street
children will have a number of benefits for different parts of the community. As mentioned in the problem analysis sections there are many obstacles for such children to get access to education other than the school fees. The project under proposal aims to provide for each child and their family with the necessary support, such as meals, school uniform, transport & stationaries.
